They weren't 'the Soviet Orbital,' it was the 'Orbital Soviet.' This wasn't a transplanted USSR, it was a cute name for the loose confederation of Orbital megacompanies that ran the earth's economy, in the original sense of the word 'Soviet' (which is just Russian for 'Council').
